Experience:
Mikayel Mkrtumyan is Head of Tax Practice at Ameria Legal and Tax Advisors, with nearly 20 years of legal experience advising local and international clients on tax, banking, finance, financial markets and regulatory matters.
Prior to joining Ameria, Mikayel spent more than 13 years at the Central Bank of Armenia, where he advised on financial market regulation, tax law, interbank transactions and international financing projects involving the International Bank for Reconstruction and Development (IBRD), KfW and other international financial institutions. During his tenure, he gained extensive experience in Armenia’s financial regulatory framework and its practical application to complex transactions and financial market activities.
Mikayel’s regulator-side experience is a key strength of his practice. He advises financial institutions, investors and businesses on financial regulation, tax structuring, regulatory compliance, banking and finance transactions, and complex domestic and cross-border arrangements. He also represents clients before tax authorities, courts and other public bodies, providing practical advice on regulatory and tax matters.
He has significant experience with financial market transactions governed by the Global Master Repurchase Agreement (GMRA) and the ISDA Master Agreement, as well as international financing transactions involving major international financial institutions. Mikayel also contributed to the development of Armenia’s financial legislation, including legislation governing secured mortgage bonds and mortgage lending and related secondary legislation.
Mikayel combines extensive regulator-side experience with private-practice expertise, enabling him to provide clients with practical, commercially focused advice on complex tax and financial regulatory matters and a particularly informed perspective on Armenia’s banking and financial markets environment.
